...was that after the failure of the Rogers Plan, when the Arabs failed to get what they wanted through "peaceful" means, they felt emboldened enough to launch a full scale war against Israel in 1973. Kissinger essentially blackmailed Meir into not launching a preemptive and to absorbing the blow, if Israel was to receive any American aid (and Kissinger did not even notify Nixon immediately of the start of that war).

Yes, for Israel, the Rogers Plan was a bad deal, a pro-Arab State Dept creation. Israel was correct to largely reject it. What really happened (as the article alludes to) was that events on the ground interceded. In August 1970 a cease-fire along the Suez Canal was imposed by the UN with US support on both Israel and Egypt. It was accompanied by a halt "abeyance" in US arms deliveries to Israel at the request of Sec State Rogers. Israel of course protested vigorously. What happened next is instructive to the current Iran "deal". Egypt, with Soviet connivance, immediately cheated on terms of the cease-fire by advancing SAM missile sites to the edge of the Canal. The US - under Rogers - initially vigorously denied the violations were occurring, claiming that the cease-fire was still valid - and that the vaunted Rogers Plan could progress. But both Nixon and Kissinger had had enough. The quickly saw developments for what they were: Soviet deceit to gain strategic advantage. The doors of US arsenals opened to Israel. Out with the Rogers Plan. And out with Rogers. Within months Kissinger was the new Sect of State. Also occurring at this same time Sept 1970 was the Soviets' other Mid East gambit with Syria & the PLO - as the latter two sought to overthrow pro-Western King Hussein and take over Jordan This also did not sit well w/ Nixon & Kissinger - who unlike the current incumbent in the White House - knew what kind of game they were in. Both the US 6th fleet - and the IDF, with American encouragement - were mobilized and prepared to move to assist King Hussein knock out invading Syrian tanks. Fortunately Husein's loyal Bedouin armed forces were able to do the job. Within weeks, the USSR had been checkmated in two key moves in the region. Israel was seen in Washington as a clear & reliable ally of the US - and the arms continued to flow in unprecedented quantities and quality to compensate for Egypt's cease-fire violations. As for the 73 Yom Kippur War... as has been well-documented it was largely Israel's miscalculation and strategic oversight. The US actually alerted and forewarned Israel (read the accounts & documents.) Yes Kissinger pressed Golda not to be the 1st to attack... but the ultimate responsibility for miscalculation lay with Golda and her govt - not the US.
