Rabbi stav is incorrect and unfotunately he does not represent daas torah. It is is not for him to tell us his personal views and I am afraid he would not be elegible to be an accepted posek. Terrorists are premediated murders. They should be killed before they committ the crime , in the middle of their crime , or after they have been neutralized. we are not talking about a person who because of a certain situation had a momentary lapse of his consience and will regret his acts tomorrow. we are talking about pre meditated murderes who have been brainswashed and will murder again and again. they should be killed whenever possible. To do otherwise is immoral. To have pity on murderers is being cruel to your children.

An injured terrorist will go to prison, He will be assigned to a dormitory according to his affiliation, Fatah, Hamas, Islamic Jihad, PFLP. He will there undergo his advanced education in terrorism. Whoever takes a life shall surely be put to death. A neutralized terrorist, once back on his or her feet, will attempt to repeat the act. Don't allow that to happen. If you mean the wild west when a horse thief was strung up without trial. We are talking about a perpetrator that is caught in the act. One, as it currently stands, will not receive justice from any court in Israel if his victim dies. One that could even be released to kill again. This is war. The soldier apart from orders to the contrary will decide.

What does Rabbi Stav mean when refers to a terrorist who has been "neutralized"? It's not clear. If he means a terrorist who has been arrested and who is in custody, that's one thing. One can agree that detained terrorists should not be attacked by mobs or vigilantes. If, the rabbi means a terrorist who, for whatever reason, has halted his attack, the rabbi is wrong. That terrorist should be attacked and killed. Arrest & custody and death are the only ways a terrorist can be neutralized (and, in inexcusably stupid and damaging prisoner releases, the govt has made custody an uncertain neutralization). The rabbi, it seems, would immunize from attack a terrorist who ran out of ammunition. That is a serious misjudgment.

Rabbi Stav is ridiculously wrong. There is only one sane treatment for all "Palestinian" terrorists. Prompt execution. Catch them. Interrogate them. Execute them within 48 hours. Dead terrorists commit no atrocities. Dead terrorists can't be ransomed.

"Don't take the law into your own hands" works when there is a functioning justice system. But, Israel has released thousands of convicted killers and maimers of Jews, for "goodwill". Under these circumstances, no one can say that shooting terrorists on the spot is immoral.
