The resolution didn't actually say the Kotel was not part of the mosque it just didn't get included in the resolution so the arabs can still claim UNESCO backs them just that bit got left out the resolution. What this resolution does do is say that the Western Wall Plaza and the bridge above are part of the mosque and as the plaza is the only approach to the wall they can argue well if the plaza and bridge belongs to the mosque then logically so does the wall itself si its time for the Jews to leave these Muslim holy places.

unesco is a cultural organisation which is part of the un and subject to its treaty provisions. the united nations and its various subsidiary parts do not have the authority to create new states or to determine unilaterally the borders of sovereign states. all resolutions of unesco are political statements with no further meaning. the tomb of the patriarchs and rachel's tomb are exclusively historic jewish sites and will remain under jewish sovereignty.
