The UN's mandate in its peacekeeping roles MUST be radically revised to create a military force that has authority to aggressively pursue with deadly military power or preemptively strike any terrorist or militant groups inside its area of responsibility. The area of responsibility must first be established before deployment and soldiers trained on guerrilla warfare. Rules of engagement MUST be radically changed accordingly to allow preemptive actions.
