one among the commandments is: "thou shall not murder." the muslims did not incorporate the commandments into their qur'an. so what is the difference between the commandment, "thou shall not murder," and the criminal law which punishes murder. the commandment does not rely on earthly punishment for enforcing it. it relies on human conscience which all commandments are based on. without human conscience, the criminal law can only punish, but cannot deter nor can it cause remorse.
