Israel has periodic battles with Gaza and bombs the Gaza Power plant about every two years. The sewage not being processed is a by product. nobody is donating to rebuild the Gaza Power Plant. So it is in Israel's interest to get the sewage treated so Israelis can drink potable water. It is a gift from Israel to make clean water for Israelis.
