Even if the road is closed he could have approached her more slowly without frightening her and told her to leave.

Border policeman was completely off his behavior. Very repulsive behavior. Glad he has been suspended. Now, whoever is in charge of this in the government, should buy her a new bicycle (real nice one) and deliver it with an apology for the policeman's behavior.
