Ministries in Israel will bend reality to assure bureaucrats' hold on budgets and power. Breathing Haifa's air is dangerous to your health even at the top of Mount Carmel. The professors had no reason to be biased while politicians are always biased. If Israelis were interested in ending this state of affairs they would have fought for regional elections. Israelis would not support a system of political parties which want to entrench themselves in power at all costs.
