In reality its a loss for Israel not an increase because in the past missile defence funding was a bonus that we got on top of the $3.1 billion military aid and we could lobby for more but a condition of this deal is no lobbying we take what we get and do not ask the US to fund anything beyond that.
Also in the past we were allowed to use about a third of the aid money to invest in the development of Israeli systems which provided thousands of jobs and was a boost to the IDF capabilities but got to be made in America 100%
This is probably going to mean even less money being invested in missile defenses because all the various branches of the IDF will see the extra money and see it as an opportunity to get extra for themselves and make good cases for why they need it most.
Missile defenses will probably loose money to the competition so better it kept as a separate entity from the rest of the IDF and gets its money elsewhere rather than competing for a share of military aid.
