The "authorities" have to babysit crane operators? When the lives of the crane crew and people on the ground are at stake, the construction company must be fully responsible for everything on the work site.

Did the construction company inspect the status of the crane? Did they even have the knowledge to do so? Stop blaming the state when you aren't even capable of having a safe work site. The construction company's license should be pulled. There is negligence all over the place- and the state should not be expected to catch the errors of the 'experts' who constructed the crane and used it.
