There is no "shelf" agreement, because the PA refuses to live in peace. Besides; Abbas has nothing to offer Israel. Let's suppose Israel surrendered to Abbas' demands--Israel would still face Hezbollah in the North, Hamas in the South, Iran in Syria, etc.

Maybe the language is wrong. If Israel and Palestine were partners theee would already be peace. I'm afraid 'partner' here means 'play it my way'. A solution needs to be found where each side is able retain some honour. This is, after all, the Middle East, where gestures and language are as important as anything else.
