looking at the hole in the wall , it doesnot look like4 caused by erosion, but more like caused by a bull dozer, not accidental at all.

Doesn't the State inspect these impoundment dams? The company must immediately repair the creek watershed to its pre-spill condition. If they need to truck in 100 million gallons of fresh water to try and flush and cleanse the creek, then they must do it. Then, any impoundment structures must be certified by a professional engineer licensed by the State and the company must put up a 50 million shekel bond that the state will hold in case something like this happens again.
