Gabbay doesn't expect the government will be dissolved just a tough speech from the new leader let everybody think time to get rid of the old and bring in the new ( him ).
Right now Gabbay is enjoying his honeymoon period but the longer he has to wait for an election the more his support will start to drop off especially considering Herzog is going to continue running the show in the Knesset so Gabbay is not visually doing anything.
