Mr. Aviad Kleinberg, the question is not "... whether an evacuation is necessary, but whether an evacuation—any evacuation—is forbidden". The first question you should ask to yourself is "to whom, in accordance to International Law, the territory belongs". If you come to the conclusion that the territory is Jewish-Israeli real estate as decided by the League of Nations, (what it indeed is) with the right to settle anywhere, and that this right became International Law valid to this day and reaffirmed by Article 80 of the United Nations, than you are in a position of strength. An end being considered as a rogue state, an occupier, a criminal regarding the Forth Geneva Convention, etc... Than only can Israel start to look for a solution, by forcing Jordan, a country "born in sin" by the British, on 77% of territory that was allocated to the Jewish people, to contribute to settle the problem.
