that is first be sure that the Prime Minister isn't a Prime Minister for life and that he won't be passing down his position to any of his children.
Once an office term limit has been set...let's say any person may run and sit as Prime Minister twice in his/her entire life for a total of 8 years.
Only then should the Knesset consider a bill which protects the Prime Minister from prosecution while in office.
