I find this entire mater idiotic and political flim-flam. Police turn investigations over to the SAO who decide if indictments are required. The SAO determine if the investigation proves a) a crime was committed, and b) if there is sufficient evidence to prosecute. A police "recommendation" should be obvious by the findings of the investigation. Guilt must be proven. What in this process is lost by eliminating the police "recommendation"?
