Yemini's analysis is basically correct: the vast majority of Israeli Arabs and Jews coexist amicably in daily life, despite whatever political opinions they hold, and sanctions should be applied to the relatively few agitators on either side. In practice, however, the agitators are given too much freedom because the law moves so slowly. Moreover, there is an asymmetry that Yemini has not taken into account, namely, that the agitators on the Jewish side are mostly low level thugs and religious freaks whereas the Arab agitators include elected politicians and supposed intellectuals, that is, elite figures.
