When you have a much better standard of living in Israel than you can ever hope to have back home then you might have to put 20% into a post but its not an incentive to leave just more like a tax that your willing to pay so you can stay.
The ones who left out of choice because they were paid $2000 to leave went back to Eritrea but the ones being deported are going to safe African countries that Israel has negotiated a deal with.
