The Consulate Building was already built to become the embassy almost immediately. There is infra structure already in place for a six story office tower.. and that be built within the year.. and the Old Diplomat Hotel will have to be demolished to make way for the complete complex. The entire plan was developed under the Clinton and then Bush administration and most of the planning is already approved. The whole complex can be completed quickly
