If the UN plan crashed. Israel would be blamed and condemed. You can be sure the UN will not acknowledge Israel as saving their lives.

Should be fined and the pilot license should be revoked with a harsh reprimand regardless of any UN designations regarding the seriousness of the unwarranted and unauthorised flight deviation. The pilot must be suspended from flying for not contacting the control tower of his flight path that almost resulted in a fatal air collision.
