There were no Jewish settlements in that area during the Talmudic era.
The lamps are almost certainly Samaritan.
The Samaritans are the descendants of the northern kingdom of Israel, that were actually persecuted by the Jews. Most of them converted to Christianity and then to Islam. Most of the Palestinians who live at that area are descendants of Samaritan families, and they acknowledge that.
So, no, the findings do not show that the northern West Bank was ever "Jewish".
