As far as I can see, in order to reduce anti-Semitism in Ukraine -- democracy and democratic values have to flourish and be popular (such as the case was in 2008 and 2014). It is only under Russian influence these ugly things come back to hunt them. Israel must do all it can to promote democracy, freedom and western values in Ukraine.
