Israel is well equipped to identify and geo-locate infrared events in the Gaza Strip and southern Israel as they have dealt with rocket launches from the territory for years. Although not real cheap, stationing helicopters with fire-fighting retardant in the affected area (which is quite small) with crews on quick response would allow aerial water/retardant drops to occur only a few minutes after a kite lands (or if kites are infrared tracked the choppers can follow the kites and douse them as soon as it lands. It may even be possible to douse kites while still airborne). Rapid aerial response to flare-ups caused by airborne burning embers is routine in aerial fire-fighting. A quick review aerial firefighting tactics employed routinely by the California Department of Forestry and Fire Protection (CalFire) and the American and Canadian Forest Services would be very helpful. Considering the very small area affected, Israel could put a very much higher density of fire fighting aircraft on the scene than is possible in North American wild fires. There is no need for a dedicated fleet of fire-fighting helicopters as standard transport and utility helicopters can be used carrying roll-on or strap-on retardant tanks as is done by the National Guards of most western U.S. States.
