Use big weather type balloon with cable attached down to vehicle patrolling along the fence.

The balloon will be then manoeuvred by the vehicle to entangle the kite string and then lower the balloon together with the kite.

Sufficiently robust large balloons are readily available.
Can anyone see any problem with this ??

You can't solve a problem you won't even correctly name. Israel is not facing a high tech problem. Israel is facing a mortal foe problem. "Palestinians" are not a technological challenge. They are deadly mortal foes, who would love nothing more than to mass murder us all.

The solution doesn't lie with technology. The solution is to treat "Palestinians" as the mortal foes they are. Stop putting up with their crap and deal with them like Putin (or someone like him) would deal with such enemies.

How high do they fly? A high metal fence along the border with Gaza would stop them.

So Israelis can walk right up to the Gaza border, no problem. But if Palestinians walk right up to the Gaza border, they deserve and get a bullet or two.
