Whatever reconstruction must involve the hamas. Expenses of any rebuilding must be 30 to 40 percent hamas, 60 to 70 percent Israel. Most of the construction workers must be gazans and hamas to build responsibly so that it will serve as a deterence against acts of terrorism in that location. If the hamas feel no pain of reconstructing anyrhing, they'll probably be party of detroying it. Should the gaza security be suspect, then the Israeli police or IDF must be brought in to ensure security situation is to a secured level.

Why are so many in the IDF so ignorant and delusional in the face of Hamas intransigence. They constantly ignore the fact that Hamas is an ideologically Jew hating, militant regime that cares very little for its citizens and much less for Israel and its civilians.There is nothing Israel can do which will change their attitude - maybe Iran. The more they are 'given' the more likely to wait until they feel feel strong enough to fin a new way to attack the State of Israel and its Jews. Israel in the meantime needs to defend itself and to isolate the Gaza strip from Israel.
