They do it also here in Israel, you don't need to go to Philippines, just check all those binary options and forex trade companies located in Tel Aviv, Ramat Gan, Herzliya Pituach and so on. A total fraud and the government doesn't move a finger. Without counting all the casinos, poker rooms and online games platforms.

To those saying they are "Arabs from Haifa" - see the Manila Bulletin article: "Four of them were identified as Gal Manobla, Natali Grin, Ishay Saulov, and Noa Hofman."

Israelis operating all manner of scams both in Israel and abroad has become an embarrassment both for the country and the Jewish people. Binary/forex is just the tip of the iceberg.

The sooner this kind of behavior (which goes against the Torah and what, I hope, we ethically stand for as a people) the better.
