WOW are a feminist movement and their leaders have sad in the past that it is their intent to break down orthodoxy in Israel and the Kotel is just the first step.
They are not there to pray, they know what they are doing is illegal and so they go do it because they want to be arrested and especially to provoke the haredi because the secular elite hate haredi so then the public start to see WOW as fighting a noble cause against the trouble making haredi. Without provocation WOW would be a small bunch of trouble makers who most people never heard of.
