Recall that Hamas gets 100,000 people rallies- chanting 'death to Israel.' How does letting 6,000 of them into Israel promote peace?
Sounds like a stupid idea waiting for an opportunity to kill Israelis. Why not let Egypt try this gesture first and see what happens? Israel should be in no great rush to offer a helping hand to the Muslim-entity which wants nothing but the total annihilation of it.
Let Gaza make the first gesture: 60 days of total quiet: no rockets, no sniping, no tunneling, no attacks on the border, no kite firebombs.
If they can't behave like civilized people for just 60 days, Israel should refrain from doing anything that could be construed as rewarding terror.
6,000 Samir Kuntars running loose across Israel is NOT a good idea, no matter who thought it up.

There must put in place security measures to deter palestinians hatred of Israel that will surely happen in the near future by confiscating anx prohibition of sharp objects - knifes, sickels etc. from being brought in to Israel. This could be enforced by ensuring that every palestinian that wishes to work in Israel must go through metal detactors. The Israeli population must also do their part by restricting the usage of sharp objects eg. to cut fruits for palestinian consumption only to a designated area within their work place. Where the sharp objects must be kept locked after a time permitted for the usage of the sharp 'tools'.
