There is no peace plan that could ever work and that is because of the holy right of return. The Pals will never agree to a deal that involved compromising on that and any politician who tried would be assassinated and they did a deal that involved it then it would lead to all out war not peace.
In Israel its a red line and any government that tries to do a deal that involved accepting ROR if that was the only way to bring peace would find their coalition very quickly collapsing followed by an election in which all parties would have to commit not to agree to ROR if they want to have a chance of winning. So as long as ROR is an issue then there will never be a peace plan that works.
