1. Why wasn't access immediately terminated?

"... called in for a hearing by NSO on April 29 before his dismissal, after which he downloaded software and information worth hundreds of millions of dollars."
If true, how was it a "security company" didn't immediately terminate his access to company material? Standard protocol is for company security to escort the fired employee off the premises, cancel all access and accounts, and box up personal stuff from his work area.
