Right now there is just one Chief of Staff, usually from the army and ALWAYS biased in favour or the army and airforce when it comes to spending.
The navy has always been seen by both the political and military establishments as the poor relative of the IDF who we expect to protect us from the sea but we make them fight the political & military establishment for their money.
Perhaps if we have a Joint Chiefs of Staff weapons procurement will be less political because each branch of the IDF will have an expert saying what they need and it may help coordination between all branches in wartime.
