Israel has very specific defence interests to stop/prevent the encroachment and expansion of Iranian/Hezbollah actions in Syria which would eventually, if not arrested, be detrimental to Israel and its citizens; equally Russia is serving its own ends by backing the dictatorship of Assad and as a consequence perhaps they should be more circumspect and careful when flying into a combat zone that was clearly informed of prior to the Israeli action against its own very specific enemies and interests.
Too often Russia takes the view as most bullies do that others should take care ignoring their own vulnerabilities.

2. After supplying weapons to rebels groups in Syria.

Putin has stateted clear, that the incident is a result of several factors coming together.
Israel has to guard it's security, as Russia that of it's pilots, as Syria to defefend it's souveregnity, as Iran to fan off the attempts to overthrough it's government - it has already an experience with UK and USA overthrowing its elected ministerpresident in 1953, where Turkey and Syria, and Iraq do not want to loose territory to Kurds, where as the US wants to keep its economical interests of Petrodollar alive. etc. ..

Therefore, who is to blame? If Israel would have warned Russia earlier then less then a minute, the plane could have had landed.
On the other hand, Israeli planes could have been under attack more likely.
Who is to blame?
In any case, the result will be, that Russia will set a minimal warning time form now on, and any thing else will be subject to S400.

Russia should understand that Syrians will likely shoot down another of its planes before too long. did assad express sorrow for its trigger happy antiaircraft crew? Did Syria offer compensation to Russia for its dastardly actions? Likely not.

Israel which takes great care, expressed sorrow at this loss of life, and offered to send its air force people with data to Russia for review.

Israel has to protect and take out dangerous rockets that the Tehran illegal usurpers continue to send to nasrollah and assad. it will not be deterred from protecting its own people.
