Neither international law, including UN charter article 80, nor any other signed agreement since, has ever proposed that the thin sliver of land located between the Jordan River and the Med. Sea, between the Hermon Mountain and the Red Sea, should be but "the national home of the Jewish people". Hence, the setting up of an additional state in this tiny country, one the size of Wales, Slovenia or New Jersey, ought to continue to be the sovereign nation-state of the Jewish people, the State of Israel.

However, the State of Israel, with the backing of the international community, ought to take the following steps:

Dissolve the PLO's PA and outlaw the PLO and all of its components
Appoint local/regional governors in Areas A and B, as well as the Iron Valley/Triangle. These governors will then also set up the Autonomous Arab Area (AAA) there.
The State of Israel then should apply its legal system over Area C

The goal of this approached, based on international law and UN charter, is to advance peace, security, dignity and prosperity for all, Arabs and Jews alike. Surely, even Europeans should be pleased to support this goal, I hope.
