Duh! That's not a penalty, A couple hundred shekels a months is meaningless. If Kahlon had any balls (does he?), he'd state, in very plain language that even Abbas and the PA can understand, "any pay-to-slay payments paid to either an incarcerated prisoner or to the family of a neutralized terrorist, will be multiplied by 1,000 and that amount shall be deducted from PA tax revenue held by Israel. If these payments continue, then the deductions from PA taxes will continue.
For example, if Fuld's killer is getting $250 a month, then 1,000 times that amount is $250,000. That amount will be removed from held PA tax revenue and paid directly to the Fuld's family.
If the killer gets paid the following month, then another $250,000 is removed from the PA account and paid to the Fuld family.
Let the PA decide what's more important: paying terrorists or having funds to run the Authority. In any event, no victimized Israeli family will ever have financial worries again. The PA destroyed their family, the PA will fund their future welfare.
The PA must understand that pay-to-slay will bankrupt the PA. This should have been done years ago. Why it wasn't is question I'd like Bibi to answer.
Now multiply this process over all the jailed terrorists and families of neutralized killers: the PA will soon be bankrupt. Abbas will be kicked out on his ass and new people will take charge. Hopefully they will be a little smarter than Abbas.
