I doubt Lavrov’s telling the truth… Russia couldn’t as yet supply the S-300 radar systems, and perhaps not even parts of it. This is a major logistic exercise that requires more experience and preparation than the Russians capable of. But, for arguments sake, let’s assume that Lavrov is telling the truth. However, even then, to set up the whole system takes weeks if not more, not to speak of the training of Syrian personnel, which alone takes months. So, in the event that those systems will be installed they will be manned initially by Russian soldiers. Besides, if we want reliable and accurate information we should ask the IDF and Mossad, they will know more about it than Lavrov does…

do not make me feel safe, when flying towards Israeli shore. Every plane that arrives or departs from BGA appears on the Russian radars. These people have a history of downing civilian airplanes in the (not so distant) past. Russian military is, quite paradoxically, most dangerous to itself and to unintended targets (misfire, friendly fire, abuse...).

S-300 will be good for reassuring the public opinion in Russia if for nothing else.
