Here are KEY issues that have to be addressed first

1.That there must be some sort of Palestinian Government of National Unity that speaks for ALL Palestinians in Gaza, West Bank and the diaspora in negotiations on conflict resolution
2.A separate and independent Palestinian financial authority that deals with the allocation of funds across West Bank and Gaza
3.Ease restrictions on travel and trade BETWEEN Gaza and West Bank to enhance social cohesion and mobility
4.Begin an internal Palestinian wide dialogue for the configuration and borders of ONE viable contiguous and unified Palestinian State alongside Israel within mutually secure borders based on the 1999 Palestinian PEG Plan
