1. Who owns the coins now, Gaza or Israel? Gaza.

2. So did Israel steal them too? Just wondering.

3. Dhul-Qarnayn
(11.18.18)
means He of Two Horns and is a reference to Alexander in Quran. Surely its a popular image of him since all must have held a coin of him in the ancient times. The reason its important is because there are those who would distance from that belief because Quran said Dhul-Qarnayn is a muslim and we know him as a Greek pagan.
4. Interesting, but of rather exaggerated importance

Such silver coins were the common currency of the ancient Mediterranean, and turn up in many countries.

I have an identical drachm from that time frame in my collection as well.

Just some grubby Arab in Gaza who managed to get his hands on two nice examples, and trying to slip into Israel to make a $ putting them into the hands of a collector or coin shop.
5. I see a story like this at least once a month,theft&destruct

6. As long as the guy didn't loot a site, they're his.

If I find a gold coin while talking a walk in the woods, it belongs to me. If I find a gold coin while putting an addition on my house, it belongs to me.

There are many ways in which these coins might really belong to him and he just wanted to get out of Gaza and sell them.

The state cannot say 'everything really old belongs to us.' The coins could have been found by this guy's grandfather before Israel was even a state.

You don't think in ancient times people sat on walls and a coin fell out of their pocket? What right does the Archaeological Dept have to seize the coins? If Israel wants them for a museum, let them purchase the coins from the guy and not just confiscate them.
