He carefully gets rid of opponents by using braindead yes-people like Biton, Amsalem and Regev but keeps just enough intelligent idiots (those too scared to challenge him Sa'ar, Katz etc) to keep the gov't running. His coalition partners he buys with huge sums of money for their pet projects and then plays them off against each other. Obviously almost anyone else would be a better PM than Bibi, dictators don't provide healthy gov't. But Stockholm Syndrome is all too common among people ruled by dictators, they actually come to believe the inanity that their captor is their best friend and only he can save them....
