Violence against women and girls is a health and human rights issue. The gender of the perp and that of the victim is no accident. Domestic violence is a malady affecting Israeli society. Terrorism is usually political and the gender issue is irrelevant. Equating the two is meant to imply that he who deals with terrorism can also deal with domestic violence.
