We need legislation forbidding the 1000-1 prisoner releases like was done for Shalit, we need laws that say prisoner swaps can only be 1-1 because the worst enemy of the government when it comes to situations like Shalit is the general public who are out protesting every other week in Tel Aviv and the banners all over the place.
Governments have to negotiate with the terrorists and if they have extra pressure from the public at home then they are more likely to make a quick bad deal especially if they have elections on their minds.

If we had legislation that tied the hands of politicians that said prisoner releases can only be 1-1 then the terrorists would not take risks to kidnap Israelis because the risks to their own people do not outweigh the potential reward.
Israelis will never be safe until we do get that kind of legislation.
