The upgrading of police presence in Arab towns is only one move in solving an acute set of social problems. Israeli Arab communities must make a strong educational effort, beginning in junior school to promote social responsibility, take away any glamour and teach disgust for armed civilians and professional criminals who only damage their communities. In a well-run community it should be unnecessary for private citizens to arm themselves with guns, and there must be much stronger public rejection of celebratory gunfire at weddings Too many innocents have been killed by stray bullets through these primitive customs.
