Remove all the ultra orthodox who won't serve and place them in a newly built town next to Gaza and DON'T PROTECT THEM nor give them money to live. Let them pray till their hearts content and study every detail of the Talmud but let them work the land to leat and protect themselves from the murderous Arabs. If they will not help to protect secular Jews, why should they be protected.
