i do not understand why the US is objecting because already both the Israeli and UAE are superior to the US F16s because the F16 is no longer seen as a front line fighter in the US.
Croatia is no threat to the US and so there is nothing for the US to worry about i but unfortunately the US is very strict about people sell even old technology to which is why the US rarely allowed countries to build under license.
