1. Does Israel not have civil engineers?

Israel can't find engineers who can properly design a street to handle a downpour? All this water will find its way back to the sea when it could be captured, filtered, and put into the National Water Carrier system. If a big city like New Orleans can have massive pumps to keep the city dry, then these areas that always flood should have the same.

Pump the floodwaters into a drainage pond, let it settle, then filter it and pump it into the Kinneret. Surely Israel can find the manpower to build this system that will only become more valuable over the coming decades with more water shortages. Every drop needs to be captured. In a region of perpetual drought, Israel needs to lead the way.

In Haifa...water control has been "engineered" by the gravity principle....no control..water simply flows from higher to lower down wadis, streets etc until it collects down below and if there are homes businesses there..well that is the way it goes … quite shocking actually given that Israel is the startup nation....every year the same in December and January..floods...news clips showing damage and people being rescued..money spent to clean up and literally … wash and rinse every year....lousy leadership
