This cannot be true, Sounds more like the usual story of trying to ensure a high turnout. That is good for democracies whoever the people vote for.

If it doesn't work, and there is indeed a low turnout, then perhaps politicians should look to their behaviour in and out of parliament and what they are offering the public.
