The author should rethink the use of the phrase 'those votes useless'. That is like saying thay everyone who ran in the last marathon but failed to win a prize ran for nothing. In fact, with that mindset, no one should vote unless they know for sure that their candidate will win.
Actually this is ageneral problem with the German system of high thresholds in a proportional representation system. It forces strategic voting, so that the vote is not "wasted". It's of course even worse with the Anglo-American first past the post.
The only way to avoid vote wastage is to give voters a two-tiered or even a 3-tiered alternative vote, like in Ireland. This would make vote counting much more labour-intensive. But at least, no vote would be reasonably wasted if done this way. Since this time, most of the wasted votes were on the right, maybe it will be introduced in this Knesset.
