Take the kids away from them - they'll be better off without these two horrors for parents - find them homes together then lock up the parents - but first make sure they can never ever have more children - Who does that to an innocent child!!!!!!!!

How about a "Pregnancy Licence"?
The government is planning/spying/manipulating our lives in almost every other aspect , so one more (and important one) wouldn't matter that much :-)
