What Trump needs to do is either agree on a successor to UNRWA made up of arab states or the UN Commisioner for Human Rights which is the non politcal UN body that takes care of every other refugee group in the world. Their priority is rehouse refugees as quickly as possible not hold out for a right of return.
If Trump said from now on our UNRWA contributions go to either the UNCHR or some new non UN body it gives legitimacy to the idea there is now a substitute to UNRWA.
All these corruption allogations currently going on now is the perfect time for Trump to do this because all these countries want to help the Pals but see it as UNRWA or nothng.
