The official Petra news agency says Ambassador Daniel Nevo was handed a "harshly worded" letter describing the Israeli move a "blatant violation" of Israel's obligations as an occupier of Palestinian territories.
Israeli Embassy spokeswoman Merav Horsandi confirmed Nevo was summoned Wednesday.
Under the Israeli military order that took effect Tuesday, anyone caught in the West Bank without an Israeli permit could face expulsion within days or be sentenced to up to seven years in prison.
On Monday, an Israeli military official denied the order could pave the way for large-scale expulsions, indicating it was aimed at foreign activists.
