International Water means it does not belong to any country; that's why it is "international". You are partially correct, though in that Iran would do this just so they could haver an excuse to attack Israel exercising its right to prevent war material into it's true national waters. In a previous post about the first terrorist flotilla, someone much better versed than I am in maritime law cited chapter and verse of the international maritime law that puts Israel in the right to board these ships.

The signs are there,its time for America,Europe and the rest of the world to take actions against hamas,hizbullah and all terrorist states like Iran,if they want peace in the middle east.Another point we want Gilad Shallit to be release immediately and all rocket attacks on ISRAEL to stop completely.These countries must pressure hamas and hisbullah to disband completely.Then there can have a comprehensive peace.but this recent statement made by iran will lead to war.look out.
